And that leaves me wondering. How can they govern without a functioning administrative state?

I am still of the opinion that Putin does NOT want an autocratic United States intact as a nuclear power he cannot control. Thus, I also remain convinced that his goal is Balkanization of North America.

I don't think he's concerned about Mexico or Canada but if they shattered, he'd accept that. His main goal, logically, would be to shatter the United States and then get international pressure to force the individual states that held nuclear weapons to give them up. Wipe the US threat off the map.

I am convinced it is not as simple as the assumption that the US must fall into some version of Gilead. That remains a possibility, even a large possibility, but with critical systems starting to fail all around us (FDA, CDC, FAA, NOAA), how long can the center hold before there's a reaction?

I remain of the opinion that people need to get out of the US if they can. I know not everyone can. I know that those who can are privileged to be able to do so. But if you are in a targeted group and this country does go down that Gilead road, you may not survive this at all.

That's a meaningless statement. Privatized means it won't exist except for those from whom profit can be drawn and as the economy collapses, that body becomes smaller and smaller.
