They tried. Gave snipers flinch (yes, they didn't have ANY initially), accuracy penalties for constant bunny hopping (after like five jumps), etc, but it was too late. That was I think four months after launch or something? Most people left by then
People told them during the beta test period(s) that the snipers were too good and there wasn't a reason to use ANY of the other guns (since snipers were 1-2 shot kills IIRC). Ubisoft only have themselves to blame for not being proactive on that. *shrug*
