Despite having a missile Russia tested in 2021 & which did knock out a Russian decommissioned satellite, such missiles do not have the ability to knock out whole constellations of satellites like Starlink. So, it wouldn't be useful as Starlink would continue to function. What would be needed is...

nuclear power to wipe out satellite constellations. The US did nuclear tests in 1962 that knocked out numerous satellites showing (accidentally) it could be done. However, nuclear power would be problematic since it is indiscriminate & if used Russia could accidentally knock out China's satellites.
