If he is a problem
Id tell management or the owner and let them contact his housing people
They have the rights, qualifications (usually) and resources to address it
The guy here before me was here 5 yrs in the same program and became a menace to the whole building
His caseworker did whatever needed to be done
I don't know that all programs have caseworkers, but I'd think they would
So back to conversation first
