Human Torch is giving a speech at Midtown high literally while he waits for his fire to like...recharge for a few days and he can go stop Ock. But he accidentally gives Spider-Man the pep talk he needs.

So Spidey gets back out there and...is able to dodge bolts of electricity, which presumably move at the speed of light. Later retcons that say his spider sense is kind of a precog thing can make this work.

...He grabs the other two arms, webs up Ock's face, and then punches him out. It is sort of funny that Ock's regular human arms don't really count for anything, as they were free the whole time.
