I started my tour in the Vatworks, the Steamwheedle sector and it's exactly as stinky and slimy as I expected. So many alchemy labs and polluted open sewers. It's WONDERFUL.

THe less reason there is for normal players to be there, the better it is for RP. But even now, there's SO MUCH real estate that I don't think there's gonna be much issue. I still have at least 1/3 of the city to explore before I hit the more barren areas like the golf course and the Venture area.
