I have obtained 20 promo packs in the Cresselia Ex drop event in Pokemon TCG Pocket and still have not opened a Cresselia Ex promo card. I am starting to get a little impatient...

It's more that you get a promo pack that has 1 of 5 possible cards in it. The Cresselia Ex is the rarest of the 5 but not, like, 1/26. More like 1/8 or so. I'm just having very bad luck
OH I thought you meant you hadn't even opened the packs! Yeah I haven't got that many but probably a dozen and no Cresselias. I mean Misdreavus is probably my favorite Pokemon but I don't need 7 of the same card.
