On a practical note, Russia illegally occupies 18% of Ukraine. To hold a general election but exclude these regions legitimises Russia's claim to them. If Ukraine asked Russia to set up voting stations in these areas obviously the manipulation would mirror the usual Russian fake elections.

Also BREXIT where Johnson forbade investigation into Russian interference.....
Free and fair is going to be very difficult in Ukraine.
