COBOL isn’t an operating system, it is a programming language that runs on multiple operating systems, most likely z/OS for the social security system. It also doesn’t “process” zeroes differently.

If I had to guess, it was decisions made by a developer who wrote the code using COBOL and not any specificities of the COBOL language itself that lead to the research finding what you’ve coined as super agers.
