A curious one…Google indicates, in the cartoon’s time period, there were too many soldiers occupying hotels, restaurants converted to mess halls and beaches covered in training recruits to offer tourists much.

True, sleeping in public places was illegal in many states back then too, but they practiced leniency during times of crisis like the depression or sweltering heat. New York, for example, allowed people to sleep in parks during a heat wave so they could stay cool.
OK folks, they're not sleeping on the beach because they're homeless. They're doing it because sleeping outdoors used to be a family activity that could be done in parks and beaches at the time. History is a good thing to learn!
