It’s the Cross of Saint George adorned with Jerusalem Crosses. Similar to the Georgian flag but the flag does not have serifs on the big cross.
In a crusader contex I think it signifies having been to Jerusalem.
Modern times it can mean you’re a weirdo catholic or a weirdo crusades Stan.
