Even if the 15% were just to pay employee wages, it would not be enough. Consider that a grant for one million dollars that is supposed to last one year, and consider that 15% of one million is $150,000. How far would that money actually go? (1/3)

Students get stipends for working, which is anywhere from $12,000 to $20,000 depending on the school tied to it. And you need full-time employees too, which at a minimum is $40,000 a year if you're lowballing the cost.

Now pull back to reality and see that you also need to cover building rent, utilities, machine rentals, material costs, and the million other things that go with running a lab. How can you afford all of that now?
You can't. This will kill grant programs, and that is most definitely the point.
I would assume that the students and research employees are paid using 85% direct costs. Only the administrative employees would need to be paid from the indirect costs.
