Right and everyone can tell that's why the people in charge are completely unnerved by it, which is leading them to put on a dog and pony show of Batman-esque perp walks and shackles for "security concerns," which is doing absolutely nothing to sell the idea that the killing "didn't do anything"

Like, everyone can clearly tell that the shooting had a very tangible effect! Maybe it didn't crush capitalism or upend the health insurance industry, but people going "he's just a murderer who killed a guy, that's nothing special" are clearly wrong about that, we're seeing the effect play out
