Brainwashing, threats, illusions of grandeur, refusal to mind their own business, willingness to hurt other people to enrich themselves? I can think of others but this is a good start.
I doubt Putin would want to go to the trouble of elections after wasting so much Russian blood and treasure on his foolish, illegal war. He needs a victory for propaganda purposes and to save face with his countrymen.
One of Russia's propaganda points is that there is no such thing as Ukrainians - they're all Russians (even though Rs can't understand Ukrainian). Most Ukrainians have Russian cousins and friends. In my family, we have Russians who passed as Ukrainians in coming to the US, common in the Cold War.
