Sounds very familiar! Ildefons Cerdà in Barcelona, Georges-Eugène Haussman in Paris, Le Corbusier in Chandigarh, Liu Thai Ker in Singapore, and so on. The situation follows a simple plan: a top-down design initiative from a putatively prodigious individual. Sometimes it works, sometimes it doesn't.

In the 50s, San Jose, CA had a city manager who made it the city it is today by just annexing everything and eating up smaller communities because he did not want it to be like LA. I mean he called his staff "Dutch's Panzer Division" wild

I recently read “Boom Town” and OKC had a pretty analogous figure by the name of Stanley Draper who ran their chamber of commerce.

At one point he was mailing bricks to random people across the country to help justify an air mail route.
