You've literally answered your own question. Societies evolve past harsh retributive penalty when society evolves. Violent states haven't evolved to that point and America is an exceptionally violent country compared to 'western' nations. Cmon that's Criminology 101 shit.

We're talking about the federal system and federal clemency, so yes, monolithic thinking is appropriate. As states find their populace doesn't need the punishment, let them strike it as they see fit. But we're not talking about states.

Exactly and the left hasn’t done a freaking thing to fix education or control crime. As a matter of fact they’ve increased it. And I don’t give a shit what the FBI’s crime statistics say.
