What you claimed was that he said "fair elections couldn't happen in Northern Ireland." Which he did not.
It is true that Northern Ireland was created to include the unionist majority areas in the northeast. This gives the unionists an advantage, it doesn't preclude democratic elections.
A "guaranteed unionist majority" is NOT a fair election brett!
That's NOT democracy. The corner stone of democracy is FAIR ELECTIONS. One vote for all. Not drawing a partition through fields / villages, to ensure a certain majority.
The unionists were concentrated in the northeast and were violently opposed to nationalist rule over them. The partition was a,recognition of that fact.

The unionists could equally argue that all Ireland elections were unfair as the protestant population in the northeast would be heavily outnumbered.
