We need context here, 4% from how many total cases? Eg: 400, 4000, 40,000 or 400k? If we talking about 400k that’s is significant - it means 400K perpetrators faced chargers.

Is it like 40% or homicides & 70% of reported rapes go unsolved unchecked & unchallenged by law enforcement as they are busy with a failed drug war & asset forfeiture & revenue generation.
