They 100 had power of the purse but they were afraid to do with it what they wanted - cuts to the budget - because they knew they couldn’t get elected. So, now they can stand back and give the keys to Elon and wash their hands of the whole thing. Cowardice. Hypocrisy. Abdication of duties.
