It heavily depends on what your goal is and what songs you want to cover! A lot of producers in the Vocaloid community provide instrumentals, and a lot of popular songs have karaoke versions ready to use! If you want to cover a more niche song, it might be hard to find one and you ...

I mean, just check their rules. Some of them are made specifically to not be copyrighted. Any official instrumentals I would avoid because it's likely there's some big producer somewhere, and I'd recommend getting one commissioned or making your own if possible just for quality and choice of key.

You dont need to get special licensing, no! In SOME cases, you could get a copyright claim, but this usually just means there will be ads before your cover; in some cases the cover could be blocked from some countries. In the very WORST case, your cover might get taken down and you get a strike

I wanna do a cover of an artist who started out as a cover artist so I think I should be fine on that front, they might be more lenient when it comes to people covering them

What also plays a certain role is how you want to use your cover. If you just want to upload it on YT, you can just use official instrumentals. If you want to monetise your covers however, be it on YT or Spotify (etc), ...

Places where you can find instrumentals are usually Youtube - some Vocaloid producers link their official off vocals in the description - or Piapro for Vocaloid releases! The website is in JP tho
