Pretty sure the ISW has factored that into their statement. Also remember that Russians aren’t against the war for moral reasons, but because they are afraid of losing. Trump has shifted the odds in Russia‘s favour so it’s only realistic for support to pick back up.

Most live shithole lives with little to live for anyway; a bottle of vodka here and a bottle of vodka there. If Russia was being bombed it would be difficult for aerial recon to determine if a city was hit or not, other than a few choice cities, they all looked bombed out.
