if you use clip studio, there are some Auto Action packs you can download from the asset store that will do it for you! there's also a bunch of youtube tutorials that can show you how to do it manually!
I also did a Google search to learn what it meant. I saw some examples of the art online but IDK, some of them look like they were AI generated. Its weird.
if the program you use has chromatic aberration in filters, you can try duplicating all the layers throwing the filter on there in whatever strength you want, and lower opacity/use overlay
or, alternatively, throw the finished piece into a photo editing software and find the filter there
if it helps any, I had to google what 'chromatic aberration in art' is and then I said "oh, yeah, I can't do that shit" aloud when the results popped up lol
