Am I crazy to do a solar install (60 panels!) without a backup battery? (my basement does not meet requirements for battery install). We'd be doing net-metering and we'd be offsetting 86% (!!)

Why can't you do an outside battery mount? Most in CA are outside.
We have occasional power outages to protect from forest fires, so it's important to have batteries for our installations. You also can't offset at night when the sun isn't shining, but maybe it doesn't matter if you're at 86%.
Too cold for outdoor batteries in upstate NY (or so they say) 🤷🏻♂️ And when you say "maybe it doesn't matter when you're at 86%" ... are you saying 86% is good?
I went through this. code issue around the batteries inside, opted for outside install - 3 winters in zero issues with capacity or discharge. only problem has been snow on the panels preventing decent production. many sub 0F days.

Electricity bills may be ruinous for winter late afternoon and for year-round evening.
Something like a https://sense.com device in the main panel, or a https://span.io panel, could provide more granular usage data.
