In a letter to President Reagan, Soviet General Secretary Breznev proposed a moratorium on the deployment of new intermediate-range nuclear forces in the USSR and Europe.

The letter is dated March 6, 1981 – more than two years before the United States would deploy Pershing IIs in West Germany.
