I get why the limitation on casting multiple leveled spells in a turn exists, and it’s not like casters are in need of buffs in 5e, but have you considered Misty Stepping into a Lightning Bolt is cool as hell

Before some fuckin nerd comes at me telling me that’s not technically what the restriction is, i know, but the effect is the same for this purpose (though the 2024 rules at least open a narrow crack if you have ways of casting one of those spells without expending a spell slot)
I think that a big part of what helped BG3 was that they did a lot of balance improvements just kind of across the board that made Martials actually competitive so there was more room to let casters go wild too
Yeah I think limiting action surge to non-magic actions was a good change balance wise. And for the same reason I think Quicken spell should retain this restriction.
But I don’t think it’d be unbalanced to just loosen this rule for “naturally” bonus action spells
(Also the 2024 change, while positive overall, has the weird consequence of preventing you from conventionally casting reaction spells on your turn, which I think is a bit odd.)
(Though ig it reigns in silvery barbs a bit? You can’t use it on your own spells now, assuming conventional casting, which is probably good teamwork wise)
It's also to limit counter counter spell nonsense, i belive. 2014 5e was notorious for having you be in these deranged counterspell situations, which while fun and somewhat engaging, were definitely not healthy design. i haven't used the new rules, but i imagine it's less ridiculous now.

I’d definitely leave the restriction on Quicken Spell, but tbh you could probably just get rid of the restriction for bonus action spells
But for sure the buffs to martials were a big part too (though tavern brawler + strength elixir availability was truly egregious)
But more reasonably, you can use an eldarin or a shadarkai to have basically a misty step that's not a spell so you can do that anyway.

Meh I don’t really mind that. Every player only has one reaction and one reaction plus a 3rd+ level spell slot is a hefty cost.
I’ve never really seen a chain be longer than 2 before and even that’s somewhat rare
