I say close the Baltic Sea and North Sea for traffic from and to Russia. Let them take the Murmansk/Vladivostok route
Seriously though, I hope someone in charge has decided where the red line goes, for banning certain ships from the area and sending the navy out to enforce. Otherwise this will gradually just get worse.

But the future I'm seeing is:
Russia goes into economic meltdown next year;
USA goes over to supporting Ru and abandons Ukr; Russia's decline + USA changing sides makes things complex there;
But USA goes into meltdown through Trtump + techbros;
China rampages SE Asia.

It would be careless to instantly point fingers.
For Russia it's a win-win; damaged communications infrastructure with Lithuania, which they'd love to invade, and then do it as close to Sweden as possible to make it "suspicious".
Their propaganda has already covered this before.
It's possible it was some kind of an accident, if both cables (one between Finland and Germany, another one between Sweden and Lithuania) are close to eachother and plausibly cut/damaged by the same incident.
If Sweden or Finland or any of the other NATO countries in that region request it they will be asked for proof.
The 9/11 response didn't require proof before the first bombs were dropped.
It's different when the US needs help.

Blocking Russian-connected tankers from using Baltic Sea comes to mind. Inspect them for complying with safety and environmental rules. Make new rules if necessary.
