I would also make it so that there would no house majority to help split power right down the middle.

both of the administrations would also see over important issues. Oh yeah, and if there are conflicting laws. They would be sent to Congress where they would voted on. If Congress does not settle the vote, the Senate would then be the tie breaker. In the rare case they don't, it gets tossed.
