A new report by Cook County Treasurer Maria Pappas shows that the Cook County Board of Review shifts nearly $2 billion in property taxes from businesses onto homeowners, raising bills up to 10% in low-income, mostly Black and Latino areas.

Maybe the Cook County Board of Review should have an ombudsman who looks out for the "big picture" and the needs of lower income tax payers, instead of just responding to individual appeals, which favors the rich.
Maybe the Treasurer’s office could provide appeal forms/information with the bills? Make it easier for homeowners to find where/how to appeal their assessments.
