Might be a bit on the nose... but if you're looking to move your research abroad, there are funding schemes specifically for this. For instance, this one offers £300k startup funds to move to UK & closes in March. Another round closes in November.

The short term impact in the USA will mostly be hardship for people working in sciences.
The longer term impact will be a decline in innovation in the USA economy as other countries gain an edge.
