PUBMED is down. This is disaster !!
We do not have the system and organization to replace it. (EuroPMC is great but not a replacement)

So I'm also going to log onto the European site, as you have suggested.
I can access PubMed from New Mexico, USA, no problem.
But when I tried to access from Canadian VPN nodes/servers, just now, I was blocked.
Its many novelties and services are based on the existence and accessibility of PMC from what it gets a very large fraction of its content.

But it is not as complete as all the platforms of NCBI which include not only literature but also genes, proteins, genomes, clinical and PubChem data.
