He didn’t want to be accused of interfering with an election. Trump never really stopped running for reelection and since a big part of his message was fraudulent election practices, indictment would have played into his hands.

Merrick Garland sat on his hands for two years before appointing a Special Prosecutor. He was hoping that the J6 Committee would let him off the hook, but instead they embarrassed him and forced his hand. From that point on, he did nothing to accelerate the process especially after Trump announced.

He didn't charge insurrection. She dismissed his case that included other charges. She didn't dismiss the insurrection charge because he never charged it.
