This is great stuff. Couple of thoughts: some things might be net negatives in one category but net positives in another (e.g., the carbon tax may be a net– for the economy but a net+ for the climate) – maybe social policy/economic policy are inadequate lenses for assessment? 1/2

There's probably more room for an opportunity cost assessment – i.e., how do we account for what was left out (electoral reform) or was implemented so haphazardly that it likely interfered with other efforts (e.g., the lack of progress on comprehensive pharmacare has an impact on health outcomes)?

This is very good stuff ... but I would put post-pandemic health as either "possibly positive" or "jury is still out". I think the bi-lateral agreements are a good innovation that could be used to increase accountability but so far has fallen short of doing so.

And I'm a big proponent of putting senate reform and the infrastructure bank in the clear net positive column.

That would be an interesting one. From an outside perspective he had some clear qualitative successes on a number of concrete issues like clean water. On the other hand fell clearly short of promises and was maybe a step backwards on frameworks and relationships

Excellent list. I didn't even know enrolment in GIS wasn't previously automatic!

Maybe I'm missing it on the list, but another negative I'd add is stagnation/backsliding on the Access to Information Protocol, and I also oppose most of C-18 on taxing Facebook to fund media
