In terms of monitoring costs; it is inefficient to require all grant recipents hire an auditor to review their project costs.

Re program evaluation, do you think that centralizing this at TBS on a value for money/net benefit basis versus having individual DMs sign off on their own dept's programs on an efficiency/effectiveness basis (i.e. w/o questioning need for program) would be a better framework?

I think it has to be both/and.
DMs are accounting officers for their departments in law, so do have to sign off. Also officials in the departments know the details and (are supposed to) build in eval strategy from outset. TBS has important role in capacity-building, standards, peer review, etc 1/2

2/2 But TBS can too often be the “department of wrong”, that issues edicts that end up being penny wise and pound foolish - see, for eg, Benefit Delivery Modernization (discussed briefly here: https://onlinelibrary.wiley.com/doi/10.1111/capa.12584)

I hope no one objects to me jumping in, but absolutely: central/TBS. Where there are actual long term savings *tends* to be when Dept X institutionally believes Y expense is a priority (but wrongly) or believes Z is the only delivery model (but wrongly) and it takes external eyes to shake that up.
