Right, it just is solidly bonkers that the OBR will go 'why, yes, fuel duty freeze WILL end' but not 'the observable trend of NHS waiting lists falling will impact the number of people on sickness benefits'.

Something of a personal bug bear is that the DWP effectively gets to freeride on the NHS and local authorities every time "reforms" go sideways because who else but the DHSC and social care ends up picking up the costs
