Good old ONS data - clearly family and family mean two different things. One has to presume that ever larger families refers to an increased number of generations being concurrently alive, since clearly family units of parents and children are shrinking.
I don't think this is a failure of logic so much as it's someone hinting that The Right Sort of People are having too few children and The Wrong Sort too many (and that the latter shouldn't get any money) without putting their cards on the table about which specific types of people they mean
(though it reads most of all like an LLM's response to a prompt telling it to justify the cap, which would also explain an incoherent splurge of facts)
It's really very interesting that the maximalist argument appears (at time of typing) to have quietly won the argument behind the scenes, despite briefings to the contrary for months before.
