It's definitely true. As someone who was there for that period, the fan fiction that blossomed after TOS' cancelation was rarely about space shoot-em-ups but was more about world building, cultural understanding, IDIC, the Prime Directive, relationships (and, admittedly, sex) between everyone.
The utopian ideals drove the Trek movement at a time of war, politely unrest, and nuclear threats. I give Gene credit for putting those ideas out there, but the fans really drove it home. And ultimately gave us TNG, a show that explored some of that even more explicitly.
