Yes, that feeling is caused by the alternating current passing through your body. It's also the humming sound you hear near transformers (60 Hz is around a musical B, but flat, 50 Hz is a G, a little sharp).
Lived in a place where I would get shocked by my guitar when I grounded myself, I guess from an ungrounded circuit(?). Rusted ground rod. A buddy thought it was hilarious, grabbed me while I was jamming (apparently grounding us) and zapped the hell out of me. Oddly I have a baritone I tune to Bb now
That's probably because the "death capacitor" is shorted in your amp. There are instructions on how to remove it and modify to use a 3-prong grounded cord.
