That's not a slur. Slur would be something like nigger, or wet back. Retarded is an assessment of aptitude in a subject.

Starting with the part where any citizen can only earn if they are a citizen, and cannot if they are not. Meaning only an American citizen is permitted to work in this country to earn at all.
And all citizens are expected to act on (or abide by) the constitution.
