There's entirely too much 40k played off the table in books and army lists built to maximize stratagem garbage before you actually get to touch a miniature or roll dice.

Compared to 9th, which was the height of stratagem and army/subfaction rule bloat, 10th is significantly simpler at its core. Having all the special rules moved to individual units is where half the complexity lies. The other half is in juggling secondary objectives in matched play.
I can eagerly believe 10E is less complex than 9E. Compared to 5E (the last edition I was really, really active in), though, Sweet Baby Sigmar it is a bewildering avalanche of unique rules and combos.
And in general: having special rules on individual units isn't to my taste.
It's a different kind of complexity. 10e is definitely more about unit synergy than older editions. 5e had far more complex core rules, and between the large list of USRs and a lot of armies having unique unit rules, it was still a complex game. And balance was bad (see Leafblower, Razorspam, etc.)
I admit, I do prefer a larger list of USRs that are UNIVERSAL to the "You get a special rule! YOU get a special rule! Everyone gets special rules and they're all different and some are OP and some are dogshit!"
I eagerly accept that some folks like unit-special rules (and folks like me prefer Universal Special Rules). It's one of the reasons I love Infinity: yes, there's a not-short list of USRs, but they're a common set of physics, applied to all of the different units.
I'd second this as a very beer and pretzels player. 10th is easier to pick up than 9th with a beer or two in hand. Which is what our play group wants (mostly)
I really like the _idea_ of them. They address the "how do I make Crimson Fists better at fighting orks without penalizing the orks (when it's the match up) or the Fists (when it's not)" and that's cool!
But the reality of them, for me, is just the Anti-Life Equation. Just too much work.
