That's true to a point. Is it better to let violent mobs think there will be no resistance to anything they want to do? Or should we make sure they know not every house will go quietly, and they won't be able to tell by looking which ones they are?

State pacts are in place in WA, Oregon and California for many types of natural disasters. I know cooperation is planned for economic and public health disasters as well. I would be surprised if there were not some hostile takeover contingency also.
