Trump made a lot of (often mutually exclusive) claims about what tariffs he would impose, but "tariffs arbitrarily based on trade deficit ratio" was not, so far as I'm aware, one of them.

Simply put, while this is idiotic is differently-idiotic from his announced plan.

Pointless semantics. Every single claim he made about tariffs was so ludicrous and obviously would hurt the US, that people who wanted to vote for him simply chose not to believe the obvious explanation that he truly does not understand tariffs at all. They voted for a tariff disaster.
