There’s only two ways a presidential pardon is limited; crimes under state laws (so federal crimes can be pardoned) and it can’t undo an impeachment.

I'm nowhere near as confident as some that when "birthright" reaches a 6-3 SCOTUS, Trump fails. Roberts is the only Con who MIGHT vote his conscience. The other 5 don't have one. The "subject to the jurisdiction thereof" excuse is already being widely circulated.

Unfortunately, it has to go through the other courts then to the supreme Court. Only the supreme Court can decide if it can go into effect completely. Though a district court could try to end the stay themselves and see if the SC will stay implementation until the hearing
