This is a good first step, but it needs to be accompanied by investments into resources and education about how to grow using aspects of regenerative agriculture. Otherwise, what seems to be good policy could actually just be leading to famine.
People love to fearmonger about GMOs, but they are not only safe, but also a very good thing that can increase yields and decrease pesticide/herbicide use
imagine having a head of state who is smart and cares about people and reads and pushes for effective legislation and sees public office as public service and understands the people she represents and addresses needs and is popular

the most famous example is probably 'golden rice' that the Philippines developed in the 70s to combat nutritional deficits in the Global South
