This is a big deal. Some universities wildly inflate indirect costs; this is not the first effort in history to rein that in. I was med school faculty at one school where the dean took 10% of all indirects for his own budget. Complex issues require serious thinking. Doubt that will happen here.

At that school the departments counted on having the indirects to help with various budget problems, etc. They felt they earned those indirects by writing successful grants. The "dean's tax" seemed unfair -- deans got money they didn't "earn" for their own discretionary funds.

Oh, of course you’re right. I only meant that the size of indirects has been discussed for decades, and it would not be bad to talk again. But the GOP machete approach is totally wrong.

It depends on a lot of factors, like the scope of research and the size of the organization. An otherwise large organization might not need as high overhead rates because they benefit from spreading costs acrosss multiple programs.

And sometimes, providing funding to an org is part of the point.

Through a research program for undergrads sponsored by the Dean’s office I am able to accomplish research goals it would be harder to do otherwise through my grants, impossible through department overhead. Does the Dean’s cut matter if it’s well spent?

It's stunning that neither this NYT article nor the WaPo article make a single mention of the laws that this quite clearly violates, in particular the NIH Appropriations Bill that specifically prohibits this type of move.
