When I assumed the position as Director of NIGMS in 2003, Dr. Zerhouni's project for stimulating activities across NIH, The NIH Roadmap for Medical Research, was under active development. The Roadmap included a range of different funding opportunities.

I looked at the list and was disappointed for two main reasons.

This was a terrible signal to send to the community and a missed opportunity that spoke to problems with the process.
I was mouthing off to Raynard Kington, the NIH Deputy Director, about my concerns before an Institute Directors meeting.

Two days later, I walked into a meeting and Zerhouni and Kington approached me.
They asked if I was interested in running the Pioneer program.

I agreed (slightly panicked), returned to building that housed NIGMS.
