You should also note that in the comparison the administration makes to private foundations IDC rates they ignore that private sponsors are often on a TDC basis rather than an MTDC basis. Making them even closer in reality to federal rates.

One way for universities to recover some of the difference is to convert direct costs that are not charged indirect to those that are. For tuition this might be easy - pay students a higher stipend, which is subject to indirect, and have them pay their own tuition.

I don't see any way out of this nightmare. All they have to do is shout some catchy, seemingly-horrifying misinterpretation and everyone believes it. People around me: it'll get overturned. Me: not public opinion based on misinformation. That'll last for decades
