It’s worth pointing out that, since September 2015, trans people in Ireland have been able to apply to have their preferred gender legally recognised by the State.

Changes can be made very quickly to make the services in line with best medical practices.
A Certian cabal should not get to hold healthcare hostage to thier antiquated views.
Which includes ignoring the Minister for health.
There are no legal impediments to the needed policy changes and practices.
I know of GPs who are ignoring the directives to not do basic blood tests for patients.
