I see, but the article implied it was a statewide ban on the flag - that such flags could not be flown anywhere. Maybe this was just shoddy reporting?

It is statewide for any government property and public schools.
As for the quality of reporting, that is a rather subjective view.
I believe the article effectively stated where it applies.
Again, subjective.
