I work in federal acquisition. The Government can terminate at any time BUT there are rules and the vendor is entitled to settlement cost. You can’t T4C and then turn around and reprocure like this. You can’t terminate for T4D without proof. Verizon should sue. - ThreadSky

cancel for convenience you usually have to state the Government no longer needs the item or it doesn’t fit the need. If you turn around and buy something for the same purpose, it shows you lied. They can protest the new award. Here he’s saying it’s cause/default so new RFP okay but need proof.

It sounds like he wants some kind of direct award but Verizon could protest it. The FAA operates outside the FAR due to special authority. But they still have to follow their own rules. I saw that the people at FAA wouldn’t sign it and now it’s at DoT to handle. Probably because he’s clearly wrong

Must be hard for vendors too. We’ve been instructed to terminate some contracts. I’ve been at this a long time and have many contacts. I feel bad for them too. At least I’ll get a severance if RIF. They could lose their companies.
