The thing that always gets me is that Jedi are supposed to be in hiding, but every time we encounter an amputee in Star Wars it's due to a lightsaber. I gotta imagine the Empire knows this and has some sort of hotline. So why is Obi-Wan wantonly cutting arms off random bar patrons?

Major bad-ass. That said, if he had prioritized effectiveness over macho flex, he would have held off on deploying second blade until mid-combat, as a surprise move, and killed both of the Jedi with a single sweeping blow.

They were a surprise to viewers. They would not have been a surprise to Jedi Masters and Jedi Padawans.

Jedi used them before the New Republic era, but couldn't justify their aggression with the the of the Sith Empire.

Cogent point, that such weapons were known. Jinn would be ready for double blade. Kenobi might have read about them, but he was no Hermione Granger. In the heat of a fight, would Kenobi prepare for double blade just from seeing the handle?
